i have a question for lynn real quick. it goes to the interpretation or when there is a disagreement the interpretation of the guidelines, maybe you can speak to your interpretation as well. >> dpw has frustration in working with the guidelines. we are trying to make it more clear. for example, supervisor kim asks about alternate sites. why is it on the property owner to find alternate sites. the property owner doesn't know the guidelines and when at&t in terms of trying to reach out to community like they say they do just has a box walk during business hours and the property owner can't attend, how well they know that they are supposed to provide alternate sites, how do they know they are supposed to be within 300 feet. they don't know. i think there is a huge room for improvement on at&t sites to communicating why it can meet or wouldn't meet. there have been many hearings where the public even not knowing the guidelines come up with alternative sites. i will give you an example. 82 rhode island was a site proposed by at

my name is lynn fong. thank you for allowing us to provide you this information. we have a short powerpoint presentation we want to show you as we go through the different permitting processes. first of all, we would like to discuss the definition of what is the surface facility? a surface mounted facility can take many forms, they can take communication force, hub supplies, controllers and electronic panels and ticket vending machines. for the at&t and surface mounted programs there are cabinets that are frequently discussed. the two types are the interface cabinets, the green boxes that you see throughout the public right-of-way. and devices. at&t facility cabinets are still cabinets 59 inches wide, 48 inches wide and 26 inches deep. they house telecommunications equipment that allow us to provide communication services to speed telecommunication services. so the purpose of the program:

we met with lynn susan of at&t on october 2013 after observations were raised by other neighbors. we determined no other locations were possible on our block and you -- undergrounding was not possible and shifted the entire block not just parallel bought the green our entire neighborhood. we felt as a neighborhood that that was significant and would out weigh our concerns about the presence of the box. so the hearing to approve it was held the day before thanksgiving. no neighbors were able to attend but we wrote letters. last monday we received letters from the dpw sf division that it had been approved. supervisor scott weiner: please make sure to work with my office to make sure the commitment is kept. that would be great. thank you. next speaker. miss hol ton. >> good morning, supervisors. this is my very first city meeting in front of you and i don't like opening it up like this because i had some issues. i had a fun time this morning overhead at the 9:00 a.m. dpw hearing on all of these boxers. there were 13 terms on there and dispensed very quickly. what i have is a situatio
